TUITION AND FEESAs a unit of the University System of Georgia, Georgia College & State University is a state-supported institution. Students who do not qualify as residents of Georgia must pay out-of-state tuition. All tuition charges, board, room rent, and other charges are subject to change. Fee assessments are subject to audit and correction and any such adjustments will be made. Students should monitor their student account regularly for any such adjustments. Georgia College & State University operates on the semester system. The fees currently listed reflect Fiscal Year 2009 increases and are located at /businessandfinance/tuition.htm. GUARANTEED TUITION PLAN (GTP)Effective Fall 2006, freshmen, University System of Georgia (USG) transfer students, transient students, and nondegree-seeking students entering any USG research, regional, or state university will pay a guaranteed tuition rate for an established period. The Guaranteed Tuition Plan (GTP) provides students and parents a high level of predictability when planning for college. Students benefit from having fixed tuition with no increases for a specified period. The GTP also encourages students to complete their degree within a specified time, and maintains affordability and access to higher education. For more information, visit www.usg.edu/student_affairs/tuition/. TEXTBOOKS AND SUPPLIESTextbooks and supplies are available in the Georgia College & State University Bookstore located at 115 S. Wilkinson Street. The cost of books and supplies will vary with the courses taken by the individual student. However, an estimate of this cost is $400 to $500 each semester. PAYMENT OF UNIVERSITY EXPENSESStudents are expected to meet all financial obligations when they are due. Georgia College & State University reserves the rights to deny admission; withhold transcripts, refunds, payments, and other educational records; or cancel the registration of any student who fails to meet financial obligations promptly. It is each student's responsibility to keep informed of all registration and fee payment dates, deadlines and other requirements by referring to the official calendar in the catalog, as well as printed,posted, and email announcements. The student will be responsible for payment of reasonable collection costs, including attorney fees and other charges, necessary for the collection of any amount not paid when due. All student fees and charges are due and payable at the time stated in the calendar. A student is not officially registered until all fees and charges are paid. Partial payments do not secure your classes. No paper bills will be mailed. All students will receive an e-bill through their ecats email account. Payment may be made by cash, check, money order, WebChecks, online credit card payments and the FACTS payment plan. For a small fee, the FACTS Tuition Payment Plan offers a convenient monthly payment plan for Tuition, Fees, Housing, and Meals. To pay with American Express, Discover, MasterCard or WebCheck, you will need to enter your GCID number to complete your transaction. A convenience fee will apply to all credit card payments. RETURNED CHECKSIf the student's check (paper or electronic webCheck) is returned unpaid by the bank on which it was drawn, the student is subject to payment of the maximum late payment fee, as well as a returned check charge of $25.00. Fee checks returned unpaid after the last cancellation of the semester must be cleared within ten days of the date of the notice or the student will administratively withdrawn from all classes and charged for the time enrolled according to the University Catalog. Any amounts owed to the University that are not cleared when due will be subject to reasonable collection costs that could include collection agency fees, attorney fees, court costs, and other charges necessary for the collection of the debt. REQUIRED DEPOSITSROOM RESERVATION DEPOSIT ($235) – This deposit is required of all students who apply to live in University housing. The $235 ($200 space reservation/security; $35 non-refundable application) is a one-time fee paid at the time the student submits his/her Housing Application Form to the University Housing Office. The housing contract is for the entire academic year (fall and spring semesters). Once hall residence is established, the breaking of the room and board contract will result in the forfeiture of the deposit. For new applications, the deposit is refundable only when written request for cancellation and refund is received in the University Housing Office by the dates outlined in the housing contract. SPECIAL FEESAPPLICATION FEE ($40 paper $35 online) - A non-refundable fee is required of all students applying for admission to the University. The fee will be sent with the application for admission. Former students of GCSU are exempt from the application fee. GRADUATION FEE ($45) - This fee is required of all degree candidates and is payable at the time the Application for Graduation is submitted. The fee is nontransferable and non-refundable. It entitles the student to one diploma and use of academic regalia. LABORATORY FEE - Certain University departments may charge a laboratory fee in courses requiring extra materials or services of instruction. These fees are listed in the course descriptions and are non-refundable. LATE PAYMENT FEE ($30) - All student fees are due and payable at the time stated in the University Calendar. A student is not officially registered until all fees and charges are paid. A late payment fee of $30 will be charged beginning the day following the stated registration period and is non-refundable. COMMUTER CAMPUSES OR CENTERS FEES - The University offers courses throughout its service area. The cost for these courses is dependent upon the program under which they are offered. When courses are dropped at a commuter campus and added at the Milledgeville campus, applicable fees will be added. TRAFFIC AND PARKING VIOLATION FEES - Each year the University prints an up-to-date set of traffic and parking regulations. These are available upon request from the Department of Public Safety at /publicsafety/index.htm. Tickets may be issued for violations of traffic and parking regulations. The fine indicated on the ticket is payable to the cashier of the Business Office or at the Parking and Transportation Office. Any student who has unpaid traffic fines may be denied registration, transcripts, refunds, payments, check-cashing privileges, and other college records. MUSIC FEES - Private Lessons (Applied Music Courses) - These non-refundable fees are in addition to regular course fees. Private instruction, one 50-minute session per week, $200 per term. MANDATORY HEALTH INSURANCEThe Board of Regents requires Mandatory Health Insurance Plans for students required to have insurance. Those two plans will be Graduate Mandatory and Undergraduate Mandatory. If you are part of these Mandatory Groups you will have the insurance premium charged to your tuition bill. HOUSING AND MEAL PLAN COSTSPlease refer to the University Housing Web site for current information and rates at The Village or Central Campus Residence Halls and Meal Plans. FEE REFUNDSStudents may expect refunds approximately thirty days after the beginning of the semester or date of the withdrawal. Refund checks for withdrawals are generally mailed to the student's home address, unless special handling procedures are requested by the student. Financial Aid refund checks are disbursed from the Business Office approximately seven days after the first day of class and weekly thereafter. Checks are to be picked up at the Business Office unless requested to mail. You must present your Bobcat ID in order to receive your check. REFUND FOR REDUCTION OF COURSE LOADA student who elects to drop a course for which he has registered and paid fees shall receive a refund of fees only if on or before the last day to make course changes as indicated in the University calendar. The student shall then be charged at the per semester hour rate applicable to the remaining number of semester hours for which he is registered. If reduction of course load eliminates all hours for that semester, formal withdrawal is necessary. REFUND FORMAL WITHDRAWAL FOR TUITION, FEES, STUDENT HOUSING, AND FOOD SERVICESThe following regulations apply to the regular fees when formal withdrawal is approved (Section 704.04 Board of Regents Policy Manual): The refund amount for students withdrawing from the institution shall be based on a pro rata percentage determined by dividing the number of calendar days in the semester that the student completed by the total calendar days in the semester. The total calendar days in a semester includes weekends, but excludes scheduled breaks of five or more days and days that a student was on a approved leave of absence. The unearned portion shall be refunded up to the point in time that the amount equals 60 percent. Students who withdraw from the institution when the calculated percentage of completion is greater than 60 percent are not entitled to a refund of any portion of institutional charges. A refund of tuition and other mandatory fees shall be made in the event of the death of a student at any time during the academic session. Students who formally withdraw from the institution after the first 50 percent (in time) of the period of enrollment are not entitled to a refund of any portion of tuition and fees. Please note: This refund policy is for students who formally withdraw. This refund policy does not affect the drop/add period or current refund policy for dropped courses during this period. Because of the specific nature of the instruction of Applied Music courses, lab fees, and workshops, no refunds of these funds will be made.
