Student Handbook

This particular handbook is prepared for the convenience of students and does not constitute an official publication of the Board of Regents of the University System of Georgia. In case of any divergence from or conflict with the bylaws or policies of the Board of Regents, the official Bylaws and Policies of the Board of Regents shall prevail.

The statements set forth in the handbook are for informational purposes only and should not be construed as the basis of a contract between a student and this institution. Although every effort has been made to insure accuracy of the material stated herein, Georgia College reserves the right to change, without actual notice to individual students, any provision listed in this handbook including but not limited to academic requirements for graduation. Every effort will be made to keep students advised of such changes.

Information regarding academic requirements for graduation is available in the offices of the director of admissions and records and the deans of major schools/colleges. It is the responsibility of each student to keep himself apprised of current graduation requirements for a degree program in which he is enrolled.

The responsibility for knowing the information presented in this handbook rests ultimately with the student.

Expectation of Students

The Georgia College experience is founded on the 3 Rs: Reason, Respect, and Responsibility. Based on this foundation, we expect that during their time at Georgia College students will:

  • Set their own personal development goals and take responsibility for their own learning
  • Be prepared to learn and to be intellectually challenged
  • Strive for excellence in their studies and seek to achieve high academic expectations in all of their courses
  • Acquire an inquisitive mind, respect for human diversity and individuality, a sense of civic and global responsibility, sound ethical principles, effective writing, speaking, and quantitative skills, and a healthy lifestyle
  • Be meaningfully engaged in and involved in the campus community and
  • Take full advantage of opportunities to develop and implement career plans

Georgia College students are expected to achieve and maintain high ideals founded on the sound principles of utilizing REASON before acting or reacting; employing RESPECT for others, for ideas, for the law, and for property; and recognizing their RESPONSIBILITY as citizens and members of the campus community.


The Honor Code and Code of Conduct

Honor Code
All students are expected to abide by the requirements of the Georgia College Honor Code as it applies to all academic work at the university. Failure to abide by the Honor Code will result in serious penalties.

Matriculation Pledge: In enrolling at Georgia College, I solemnly pledge that I will conduct myself in such a manner as to reflect credit on the Georgia College community, and I will uphold the Honor Code of the university. If I violate this Honor Code, I will accept the imposed penalty, which may include expulsion from the university.

Preamble: Since 1942, there has been an Honor Code at Georgia College. This code is a dynamic aspect of the University which helps to define its character as an institution of higher learning in the best liberal arts tradition. Through the years, this code has given rise to an atmosphere of mutual respect and trust on the Georgia College campus.

As a result of periodic examination and review, the Honor Code continues to grow stronger. After undergoing thoughtful study and meticulous revision during the 1998-99 academic year, today's Honor Code reflects a renewed desire of the present student generation for an honorable community and guarantees stiff punishments for dishonorable actions.

The commitment to honor has its own rewards, but the Honor Code also brings responsibilities - a respect for the ideas, values, and property of others; a readiness to subordinate one's own interests to the interests and well-being of the whole university community; and a dedication to abide by the rules of the university.

In order to maintain an honorable campus, student commitment is vital. This commitment begins with personal integrity, extends to the refusal to condone violation of the rules, and ends with support of an appropriate punishment for those who violate the spirit and provisions of the Honor Code. Anything short of full commitment undermines the very essence of Georgia College honor. Those who engage in dishonorable behavior may be banned from the university for one or two semesters, or permanently.

Students who are unfamiliar with the concept of honor or who have a history of dishonorable behavior are urged to consider alternatives to Georgia College. However, those wishing to renew themselves in the spirit of honor will be invited to join the community of Georgia College by formally embracing the Honor Code at a ceremony at the beginning of their academic careers at Georgia College (the Honor Code, however, is applicable to all students who matriculate at Georgia College).

The Honor Code: It is presumed that any student who matriculates at Georgia College is willing to conform to a pattern of mutual trust and honor and shall deal honorably with all members of the university community. It must be understood that it is the responsibility of each student, faculty, and staff member to preserve, nurture, and strengthen this spirit of honor.

Georgia College students shall at all times refrain from and discourage all attempts at lying, cheating, stealing, plagiarism, and vandalism. When a violation of the Honor Code is detected, a student should take steps to bring the matter to the attention of the Student Judicial Board or the Office of Student Affairs.

Violations Defined:

"Lying" is defined as any attempt to deceive, falsify, or misrepresent the truth in any matter involving university business. University business includes but is not limited to, financial aid information, excuses for absences, statements to professors in order to reschedule tests or assignments, and responses to the queries of public safety officers.

"Cheating" is defined as the employment of or rendering of any illicit aid in any assigned work.

"Stealing" is defined as the appropriation of money or property belonging to another person, organization, or the university, or the borrowing of property without the knowledge of the owner.

"Plagiarism" is defined as presenting as one's own work, the words or ideas of an author or fellow student. Students should document quotes through quotation marks and footnotes or other accepted citation methods. Ignorance of these rules concerning plagiarism is not an excuse. When in doubt, students should seek clarification from the professor who made the assignment.

"Vandalism" is defined as intentional, malicious damage to university property or property belonging to others.

Penalties: The Judicial Board may, for any first offense violation of the Honor Code, impose immediate suspension for the remainder of the current semester and possibly for one additional semester (depending on the severity of the violation). If suspended in the fall, one would be suspended for the remainder of the fall semester and possibly the spring semester; if suspended in the spring, one would be suspended for the remainder of the spring semester and possibly the following fall semester.

The normal penalty for a second Honor Code violation is immediate expulsion from the university.

Code of Conduct
Georgia College may discipline a student in nonacademic matters. This normally involves matters which occur on the Georgia College campus or at Georgia College-sponsored events, but may be extended to off-campus matters which could reasonably be expected to impact the Georgia College community. Repeated off-campus arrests generally result in Georgia College judicial charges as well as criminal charges.

All students are expected to adhere to the stipulations of the Georgia College Honor Code, which addresses lying, cheating, stealing, plagiarism, and vandalism.

All residence hall students are expected to adhere as well to the contract terms and stipulations listed in the University Housing Handbook.

Students are subject to disciplinary action for violating the following Code of Conduct:

  1. Conduct that violates local, state, or Federal laws or Georgia College regulations regarding alcohol and other drugs.
  2. Conduct that constitutes a danger to the personal safety of other members of the university community. This may include the following: driving under the influence, assault, attempted assault, or the threat of assault, sexual assault, sexual harassment, or sexual exploitation.
  3. Conduct that obstructs, seriously impairs, attempts to obstruct or seriously impair university-run or university-authorized activities on any university property, indoors or out.
  4. Acts which violate university provisions concerning parking, traffic, ID cards, university keys, smoking in unauthorized places, carrying firearms, unauthorized peddling, unauthorized use of sound amplifying equipment, and other acts which violate local, state or federal laws, or which violate appropriate conduct.
  5. Intentional harassment of another person. Harassment includes, but is not limited to, threatening, intimidating, verbally abusing, impeding, telephoning, communicating electronically, following or persistently bothering or annoying. Harassment may represent but is not limited to acts based on sex, race, religion, national origin, handicap or sexual orientation.
  6. Failing to abide by disciplinary sanctions imposed by a Georgia College judicial body.


Student Academic Bill of Rights and Responsibilities

(For all students enrolled at Georgia College)

Section I.     Student Academic Bill of Rights

BE IT RESOLVED, by the Student Government Association of Georgia College, that university policies and procedures shall be interpreted so as to afford students enrolled at Georgia College the following academic rights:

·    The right to receive a syllabus for each course at the beginning of every semester that documents the expected learning outcomes, grading criteria, and course rules; being informed by the professor of any changes or modifications made to the syllabus with ample time to adjust to new modifications.

·    The right to attend classes during regularly scheduled times without penalty if student is absent from instructional, lab, or examination times scheduled outside of the originally agreed upon times, unless cited in the original syllabi.

·    The right to consult with an assigned and qualified advisor for a reasonable amount of time each term.

·    The right to consult with faculty outside usual classroom times such as regularly scheduled office hours, by appointment, or online. 

·    The right to receive realistic evaluation of academic standing and performance in a class prior to the point at which one may withdraw from the course without penalty. 

·    The right to have graded work returned in a fashion deemed appropriate by the syllabi.

·    The right to have time, as allocated by the syllabus, to complete a course requirement.

·    The right of each student to receive access to any of his/her records kept by the institution.

·    The right of each student to have access to his/her graded course materials.

·    The right to be informed of the grade appeals process.

·    The right to be informed of the university approved definition of academic dishonesty.

·    The right to an intellectually diverse learning environment that exposes students to and provides the free exchange of ideas regarding a variety of political, ideological, and other perspectives.

Section II.      Student Academic Responsibilities

BE IT RESOLVED, by the Student Government Association of Georgia College, that, in consonance with the Student Academic Bill of Rights, students bear the following academic responsibilities:

·    The responsibility to read and be familiar with all syllabi. 

·    The responsibility to come to class having all needed materials and assignments completed for that class period. 

·    The responsibility to consult a designated advisor when appropriate. 

·    The responsibility to approach faculty with questions or concerns.  

·    The responsibility to complete assignments on time.           

·    The responsibility to share your thoughts and input in class discussion. 

·    The responsibility to be attentive in class and to participate where needed/appropriate. 

·    The responsibility to show respect to faculty and fellow students inside and outside of the classroom. 

·    The responsibility to network with your classmates in the event of an absence. 

·    The responsibility to utilize campus facilities to enhance the learning experience. 

·    The responsibility to know and follow the Georgia College Honor Code and Code of Conduct.

Official Class Attendance Policy Although it is recognized that absences will sometimes be necessary, students are expected to attend classes regularly. It is the responsibility of students to be cognizant of their own record of absences and to consult the instructor regarding work missed. The decision to permit students to make up work rests with the instructor. At any time during the semester an instructor has the right to drop a student from the course and assign a grade of F for excessive absences when a student exceeds the number of allowable absences specified in the instructor’s attendance policy distributed to the student in the instructor’s course syllabus. If a student is representing the university in an official capacity, as verified on a list released from the Office of the Provost, the instructor will not penalize the student for those absences. However, students should consult their instructor before anticipated absences.

Class attendance is required by most faculty. The student is always responsible for what happens in each class. Each class and professor differs, so students should be certain they understand the attendance requirements for each course taken. The student should communicate directly with the instructor concerning any absences to determine what is required to remain current with instruction.  Best advice: GO TO CLASS.

Catalog  The Georgia College Catalog is prepared for students, parents, and high school counselors and is available online at the above link. It is also used as the basic resource document for faculty advisement once a student has been admitted to Georgia College. All the information in it should be considered very important to prospective and current students.

Drop-Add Students may change class schedules or late register during specified times, but this critical activity known as Drop-Add should be avoided whenever possible. To drop or add a class, follow the procedures outlined in the current catalog.   Students should be aware that courses dropped after the initial drop-add period are considered attempted hours for the purposes of figuring financial aid, including the HOPE scholarship.

New Student Orientation New students and their families have many questions when they first arrive at Georgia College. The Orientation Program is designed to answer those questions and help the newest members of the Georgia College community feel at home. Current upper-class students are selected and trained to help ease the transition of new students to the college.

FERPA (Family Educational Rights and Privacy Act) Students have the right of assurance that their academic records, compiled and maintained by Georgia College, will be recorded accurately, and retained in confidence.

Staying in School
Those students whose academic performance falls below standards prescribed in the catalog will be placed on academic warning, probation, and may even receive notice of dismissal (see the catalog for details). If a students realize they are getting behind in classes or having problems studying, they should ask for assistance. The first source of support is the professor in a particular course. A student may also want to talk with a faculty adviser, the learning center or a counselor.

A student cannot officially withdraw during the course of a semester without going through the Office of the Registrar. At that time a student will be given further instructions for completing the withdrawal process. Withdrawing without going through the proper procedures will result in all "Fs" for the term.

International Services And Programs
The International Education Center is directed by the assistant vice president for international education. The office provides information and counseling to international students on immigration regulations and procedures, medical insurance, financial assistance, taxes, adjustment to life in the U.S., and academic concerns, advises the Georgia College International Club, and organizes community and campus activities.

The assistant vice president for international education promotes the internationalization of the curriculum by directing the International Studies Minor and the core international studies course. The office also organizes the international lecture series, coordinates visits by foreign scholars and visits abroad by Georgia College faculty, and advises students on study abroad opportunities.


Student Organizations

Georgia College recognizes that co-curricular activities are important in the educational development of the individual and therefore encourages students to participate in student organizations.

The President of Georgia College is charged by the Board of Regents with the responsibility and authority for the registration and operation of all organizations on the Georgia College campus. This responsibility has been delegated to the Department of Campus Life through the Vice President for Student Affairs.

Co-Curricular Opportunities

Georgia College expects students to benefit from learning opportunities both within and outside of the classroom. Research has shown that those who participate in co-curricular organizations are more likely to perform well in the classroom, to graduate on schedule, and to find more satisfying positions after graduation than those who do not participate. Students who represent the university in intercollegiate athletic, musical and dramatic activities or performances must not be on academic or disciplinary probation. Below are some of the opportunities students can take advantage of at Georgia College.

Intercollegiate Athletics
Georgia College has offered intercollegiate athletics since 1968. The purpose of the athletic program is to enrich each student's collegiate experience. The student is expected to place a priority on academics while participating in an athletic program, thus striving for excellence both as a student and as an athlete.

Georgia College fields National Collegiate Athletic Association Division II (NCAA-II) teams in the Peach Belt Athletic Conference. The following sports are offered:


Georgia Education Mentorship Program (GEM)
In the Georgia Education Mentorship Program (GEM) Georgia College students are matched with leaders in fields such as business, education, politics, healthcare, law, and industry - many of whom are members of the Georgia Chamber of Commerce Board of Directors.  These executives serve as mentors for participating students, supporting their personal and professional growth by providing opportunities for them to learn about the principles and practices of effective leadership that benefit the professional world and the community.

Georgia Leadership Certificate Program (LCP)
In the Georgia College Leadership Certificate Program (LCP), students learn about the principles and practices of effective leadership through the study of leadership topics and models, the acquisition of hands-on leadership experience, and the process of intentional personal reflection.

The leadership training, education, and development of these students supports their performance in current leadership positions, benefits the organizations and programs with which they work, and prepares them for future leadership endeavors.

LCP members improve their understanding of important leadership concepts, develop valuable leadership skills, and gain direct leadership experience by participating in courses, workshops, discussions, retreats, service projects, presentations, and conferences.

Members who successfully complete the program will receive a certificate at a closing ceremony held at an end-of-the-year GC Leadership Programs recognition ceremony and a medallion to be worn at graduation. 

Department of Music
The Department of Music offers a wide range of opportunities for students to master the principles, skills, and techniques necessary to be successful in the performing arts. The program provides a competitive advantage to students as they seek entry into the larger cultural community; and provide an outlet for students' creative and interpretive energies in their pursuits of a more meaningful appreciation of our society and of the human spirit.

Department of Theatre and Dance
The Department of Theatre and Dance has a mission "to provide the best possible education in theatre and dance for our students, preparing them for careers in the professional and educational arenas both in and out of the performing arts.  We cultivate imagination, passion, discipline and collaboration in the creation of art and artists.  We emphasize interdisciplinary connections and a global perspective as essential components of a liberal arts education."

RSOs provide out-of-class contact with faculty, staff, and students who share similar interests. This can be very helpful as students pursue career options. RSOs are categorized as one of the following:

The American Democracy Project (ADP)
The American Democracy Project (ADP) is a multi-campus initiative focused on higher education's role in preparing the next generation of informed, engaged citizens for our democracy.  The project began in 2003 as an initiative of the American Association of State Colleges and Universities (AASCU), in partnership with The New York Times. 

The goal of the American Democracy Project is to produce graduates who are committed to being active, involved citizens in their communities.   The 230 participating colleges and universities, as members of the American Association of State Colleges and Universities, have been described as "Stewards of Place."  As today's undergraduates complete their studies and return to their communities, universities must prepare the next generation of citizens to become tomorrow's "Stewards of Place." 

Academic Engagement
Nonprofit Leadership Alliance
Nonprofit Leadership Alliance provides a certificate in nonprofit management that accompanies a 4-year bachelor's degree.  This program is open to students from all disciplines.

Experiential Transcript 
The experiential transcript reflects a student's total learning experience at GC by documenting the wide range of educational opportunities outside the classroom.

Service Learning 
Courses utilizing Service Learning components give students the opportunity to apply theoretical knowledge from the classroom to real world settings as they provide a beneficial service to the community.

Fraternity and Sorority Life

Georgia College holds the Greek Life system responsible for making a positive contribution to the primary functions of the university. It is therefore under an obligation to encourage the intellectual, physical, and social development of its members. In achieving these objectives, the organizations should:

promote conduct consistent with good morals and good taste;
create an atmosphere which will stimulate intellectual and emotional progress and superior intellectual achievements; and
instill principles of sound business practices, both in chapter finance and in the business relations of its members.

Membership in all social Greek letter organizations is open to all regularly enrolled students of Georgia College who meet the academic requirements of the organization. No person, due to race, color or national origin, shall be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination with respect to membership in a social Greek letter organization or in any program or activity sponsored by the organizations.

Hazing in all forms is prohibited.  Hazing is any action, situation, activity or complicity in activity, that would likely be perceived by a reasonable person, which recklessly or intentionally endangers the mental, emotional, and/or physical health or safety of a student or alumnus. Further, hazing can include activities that willfully destroy or removes public or private property for the purpose of initiation or admission into or affiliation with, or as a condition for continued membership in any Student Group. Hazing occurs in power differential between those in a group and those who want to join a group, or between newer and senior members of a group. Willingness to participate does not absolve responsibility for either party. The determination of whether a particular activity constitutes hazing will depend on the circumstances and context in which that activity is occurring. Hazing is not essential to the success of an organization or group. The strength of such groups depends on the respect and trust that evolve among members. Hazing does not build such relationships. New member-related activities must reflect the best interests of the new members, members of the organization, the University, and the community.

The term hazing shall include, but not be limited to:

  1. Any violation of federal, state, or local law or rule or university policy, as directly or indirectly relates to the initiation or admission into, affiliation with, or continued membership in a university organization.
    • Georgia Law on Hazing - O.C.G.A. §16-5-61 states that hazing means to subject a student to an activity which endangers or is likely to endanger the physical health of a student, regardless of the student's willingness to participate in such activity.
  2. Any brutality of a physical nature, which may include but is not limited to whipping, beating, branding, paddling, kicking, pushing, shoving, tackling, forced calisthenics, exposure to the elements, as well as brutalities that are sexual in nature.
  3. Any forced physical activity which could adversely affect the mental, physical, and/or emotional health of an individual, and any activity which is or has the potential to be physically or mentally harmful, painful, or injurious, such as harassment or misconduct that is sexual in nature, or the forced or required consumption of any food, drink, liquor, drug, or other substance.
  4. Any activity which involves blindfolding and parading individuals in public areas, blindfolding and transporting in a motor vehicle, or privately conducting blindfolding activities that serve no constructive purpose.
  5. Any activity which could subject the individual to extreme mental stress, such as sleep deprivation, forced exclusion from social contact, forced conduct which could result in embarrassment or degradation. Examples include but are not limited to: promoting servitude, berating or verbally harassing individuals, throwing items at or on individuals, forcing individuals to carry items or wear apparel which is undignified, requiring public stunts, requiring individuals to run personal errands, requiring individual to use personal vehicles for trips and/or to incur the associated costs, or any other forced activity that which could adversely affect the mental or emotional health, the financial well-being of the individual, or the dignity of the individual.
  6. Any activity which endangers or has the potential to endanger the academic performance of the individual, such as not allowing for adequate time for, or interfering with academic commitments; activities conducted between the hours of midnight and 8 a.m. and forced exclusion from social and/or verbal contact with any other individual.
  7. Any willful destruction or removal of public or private property for the purpose of initiation or admission into or affiliation with, or as a condition for continued membership in a Student Group. 
  8. No student, University employee, volunteer, Student Group, athletic team, or other University-recognized associations should participate in, solicit, direct, aid, conduct, or participate as a witness to hazing. A student is responsible for behavior when he or she solicits, aids, or attempts to aid another person in planning or committing the behavior. An organization or team can only haze through the actions of individual students. Organizations that engage in hazing can expect to be held accountable as a Student Group or team for that activity as well as the failure or refusal to identify individual members involved in hazing and/or retaliates against anyone who acts to stop or report hazing activity. Both Student Group and individual Conduct Processes may be pursued.
  9. Any activity that would cause a reasonable person to suspect hazing should contact the Office of the Dean of Students or Public Safety. Any fraternity or sorority activity that would cause a reasonable person to suspect hazing should consult the Department of Fraternity and Sorority Life or national headquarters for guidance and direction.  Allegations of hazing, including anonymous allegations, may be reported 24 hours a day via GC Public Safety at 478-445-4400, or by our anonymous reporting form

Amnesty Policy (Good Samaritan Policy)

The purpose of the Georgia College Alcohol and Other Drugs Amnesty Policy is to prevent students from being reluctant to seek assistance for themselves or someone else for fear of facing campus judicial action. It is an attempt to remove barriers that prevent students from seeking the medical attention that they need.

The policy does not necessarily grant amnesty for criminal, civil, or legal consequences for violations of Federal, State, or Local laws.  Georgia College Public Safety Officers are sworn police officers with full arrest authority, and they have the autonomy to use that authority as circumstances dictate according to their professional experience.  In general, unlike police from many other settings, Georgia College Public Safety officers attempt to balance a concern for student educational outcomes with their powers of arrest.  In circumstances in which they choose to arrest students rather than refer them to the Student Judicial Board on campus, their decision is typically a result of evidence of gross irresponsibility on the part of the student, the presence of an apparent safety risk, or complications due to the student's non-compliance or belligerence. 

The health and safety of members of the Georgia College community is a primary concern. Students need to seek immediate medical attention for themselves or others when someone's health and/or safety is at risk (examples include: alcohol poisoning, unconsciousness, sexual assault or physical assault).  Students may be reluctant to seek assistance for themselves or someone else for fear of facing action from the Office of Student Affairs.  Georgia College seeks to remove barriers that prevent students from seeking the medical attention they need.

Note: This Policy only provides amnesty from violations of the Georgia College Code of Conduct. It does not necessarily grant amnesty for criminal, civil, or legal consequences for violations of Federal, State, or Local law.

Students who seek emergency medical attention for themselves related to consumption of drugs or alcohol will not be charged with violations of the Georgia College Code of Conduct related to that consumption, provided that the student subsequently completes a screening from University Counseling Services and any recommended treatment within a reasonable time frame to be determined by the Office of Student Affairs.  Failure to complete this screening/treatment may result in charges being filed with the Office of Student Affairs.

Students who seek emergency medical attention for someone else will not be charged with violations of the Georgia College Code of Conduct related to consumption of alcohol or drugs, or intoxication, provided that the student subsequently completes a screening from University Counseling Services and any recommended treatment within a reasonable time frame to be determined by the Office of Student Affairs.  "Georgia College Public Safety officers will weigh heavily a student's cooperation and genuinely positive intent in determining whether a substance abuse situation allows them to provide the student amnesty from arrest."

Student Organizations are required to seek immediate medical assistance for their members or guests when any potential health risk is observed, including medical emergencies related to the use of alcohol and/or drugs. A Student Organization that seeks immediate assistance from appropriate sources will not be charged with violations of the Georgia College Code of Conduct related to providing alcohol, providing that the organization completes any educational programming required by the Office of Student Affairs and the Office of Campus Life. However, the organization can and will be held accountable for any other violations of the Code of Conduct related to the incident (e.g. endangering the health or safety of others, covered smoke detectors, etc.). Student Organizations that fail to seek immediate medical assistance for members or guests in need of attention will likely be charged with violations of the Code of Conduct and face dissolution or termination as the outcome of such charges. It is imperative that student organizations seek medical assistance for their members or guests in an emergency situation.

This Policy applies only to those students or organizations who seek emergency medical assistance in connection with an alcohol or drug-related medical emergency and does not apply to individuals experiencing an alcohol or drug-related medical emergency who are found by University employees (i.e. University Police, Faculty, administrative staff, residence hall staff).

The Georgia College Amnesty Policy is not intended to shield or protect those students or organizations that repeatedly violate the Code of Conduct. In cases where repeated violations of the Georgia College Code of Conduct occur, the University reserves the right to take judicial action on a case by case basis regardless of the manner in which the incident was reported. Additionally, the University reserves the right to adjudicate any case in which the violations are egregious.

Additionally, the Georgia College Amnesty Policy allows for assistance in cases of sexual misconduct. If you believe you have been involved in an incident of sexual misconduct, you have the right to pursue action through the University judicial system and/or the appropriate law enforcement authorities, and/or the courts. Georgia College further encourages anyone who has been involved in such an incident to pursue action through appropriate law enforcement authorities and/or the courts. The University wishes to encourage victims to report incidents of sexual misconduct and therefore reserves the right to waive disciplinary charges against victims for circumstances surrounding the incident. For example, a victim who had been an underage drinker would not typically face charges of violating alcohol policies.

Sexual Misconduct is any sexual act which violates the laws of the State of Georgia; and/or includes, but is not limited to: acts of rape (stranger and acquaintance or date rape) and other forms of coerced sexual activity, including unwanted touching, fondling or other forms of sexual conduct. Any sexual activity which is entered into without consent of both or all persons involved is a violation of this policy. A person may not avoid responsibility for a sexual activity because of impairment due to the influence of alcohol or other drugs. A person is deemed incapable of giving consent when that person is a minor under the age of 18 years, is mentally disabled, mentally incapacitated, physically helpless, under the influence of alcohol or drugs to the point of being unable to make a rational decision, unconscious or asleep.  A person always retains the right to revoke consent at any time during a sexual act.

The Office of Student Affairs reserves the right to contact any student to discuss an incident whether or not the Georgia College Amnesty Policy is in effect.

Concealed Carry of Handguns / House Bill 280

Georgia House Bill 280, commonly known as the “campus carry” legislation, took effect on July 1, 2017. Below are guidelines developed by the University System of Georgia’s Office of Legal Affairs for the implementation of House Bill 280 to be followed on all University System campuses.

While prior law already allowed license-holders to keep weapons secured in motor vehicles, beginning on July 1, 2017, House Bill 280 allows anyone who is properly licensed in the State of Georgia to carry a handgun in a concealed manner on property owned or leased by public colleges and universities, with some exceptions as explained below. It does not allow any other type of gun to be carried around campus; nor does it allow handguns to be carried openly. (House Bill 280 does not apply, however, to institution-sponsored events or excursions away from campus on property not owned or leased by a University System institution.)

The statute defines concealed as “carried in such a fashion that does not actively solicit the attention of others and is not prominently, openly, and intentionally displayed except for purposes of defense of self or others.” A license-holder therefore may carry a handgun while it is substantially (“but not necessarily completely”) covered by an article of clothing he or she is wearing, or contained within a bag (“of a nondescript nature”) he or she is carrying, or in another similar manner that generally keeps it out of the view of others. There are a number of exceptions to the new law that limit the places on campus where handguns may be carried.

Even license-holders may not carry a handgun into the following locations on college / university-owned or leased property:

  • Buildings and property used for athletic sporting events. This exception includes stadiums, gymnasiums and similar facilities in which intercollegiate games are staged (but does not extend to so-called “tailgating” areas where fans may congregate outside the gates of the sports facility). It does not extend to student recreation centers and similar facilities that are not used for intercollegiate games.
  • Student housing facilities including residence halls and similar buildings where students live such as fraternity and sorority houses. (Note that any housing that is not on property owned or leased by a University System institution is not covered by House Bill 280.)
  • Spaces – including any room, continuous collection of rooms or outdoor facility – that are used for preschool or childcare. In order to qualify, preschool and childcare spaces must have controlled access (meaning access via personnel stationed at the door or an electronic mechanism) limited to authorized people.
  • Rooms and other spaces during the times when they are being used for classes in which high school students are enrolled, whether through dual enrollment and programs such as Move On When Ready or through college and career academies or other specialized programs such as Early College. License-holders who want to carry handguns to class will need to visit the institution’s registrar or other designated employee, who after verifying their enrollment status, will tell them which of their classes, if any, have high school students enrolled. Institutions shall not, however, keep any listing of those who inquire. (Note also that the names of enrolled high school students may not be revealed in accordance with applicable privacy laws.) It is the responsibility of license-holders to seek out this information and make themselves aware of which classrooms fall within this exception.
  • Faculty, staff and administrative offices. This exception includes offices and office suites occupied by faculty, staff and administrators but does not include more general public common spaces outside of those areas.
  • Rooms during the times when they are being used for disciplinary proceedings of any kind, including those regarding students, faculty or staff.  These would include any meetings or hearings that are part of the University System’s or the institution’s sexual misconduct, student conduct, dispute resolution, grievance, appeals or similar processes.

Under the new law, it is a misdemeanor crime for a license-holder to carry a handgun “in a manner or in a building, property, room, or space in violation of” these provisions. Doing so also may be a violation of the institution’s student code of conduct and personnel rules (it is a violation of the Student Code of Conduct and personnel rules at Georgia College). It will be the responsibility of those license-holders who choose to carry handguns on campus to know the law and to understand where they can go while carrying.

Institutions will not provide gun storage facilities or erect signs outside restricted areas.

While House Bill 280 provides for specific exceptions as to where handguns may not go, it does not give individual institutions discretion to bar or further limit handguns on their campuses. Institutions therefore may not place additional restrictions or prohibitions on the carrying of handguns beyond those contained in the law. Neither should anyone else attempt to interfere with the ability of license-holders to carry concealed handguns on campus.

Students, faculty and staff should not attempt themselves to monitor or to enforce compliance with the statute by those who do carry handguns. Only law enforcement personnel, including Georgia College’s Public Safety officers, will be responsible for enforcing the law. Sponsorship Policy - A Policy on Sponsorship, Donations, Gifts-in-kind and its Affiliated Advertisement


This policy outlines sponsorships, donations, and gifts in kind for both events and organizations by outside individuals, companies, institutions, or organizations and the advertising rights associated with such financial and non-financial contributions for a specific Georgia College division, department, unit, or registered student organization.


  1. Sponsor and Sponsorships are individuals, companies, institutions, or organizations which provide financing for all or part of an event or organization which is organized or associated with a Georgia College division, department, unit, or registered student organization in exchange for limited advertising rights in exchange for the financial contribution. 
  2. Donor and Donations are individuals, companies, institutions, or organizations which provide financing for all or part of an event or organization which is organized or associated with a Georgia College division, department, unit, or registered student organization that are not permitted advertising rights in exchange for the financial contribution. 
  3. Gifts and Gifts-in-kind Donations are individuals, companies, institutions, or organizations which provide materials, services, or supplies, free of charge, for all or part of an event or organization which is organized or associated with a Georgia College division, department, unit, or registered student organization that are permitted limited advertising rights in exchange for the contribution. 
  4. Advertising rights are   rights granted to an individual, company, institution, or organization that permits limited advertisements and recognition as explained in the policy detail. 
  5. Georgia College Contracted Organizations are individuals, companies, institutions, or organizations that have a contractual agreement with Georgia College in some capacity. 


The Department of Athletics, the Colonnade, WGUR, and GCTV shall be exempt from this policy.

Policy Detail:

  1. Prior to starting any solicitation of sponsorships, donations, or fundraising efforts, registered student organizations must contact the Department of Campus Life for initial approval. 
  2. Sponsorships and donations in the amount of $1,000 or more must adhere to the guidelines published by Georgia College’s Office of University Advancement. 
  3. Solicitation or acceptance of sponsorships from merchants or vendors in direct competition with services provided by Georgia College, its contracted vendors, or where addressed by contractual agreements, is prohibited (See Appendix I). 
  4. Solicitation or acceptance of donations from merchants or vendors in direct competition with services provided by Georgia College, its contracted vendors, or where addressed by contractual agreements, is permitted only upon authorization by Georgia College’s Office of University Advancement and Business and Finance. 
    1. If a donation is accepted by a Georgia College division, department, units, or registered student organization the donor is not permitted advertising rights. 
    2. Any Georgia College division, department, unit, or registered student organization may not seek or accept sponsorships from companies/vendors whose main focus of business is the manufacture, distribution, or sale of alcohol products. 
    3. Preference should be given to Georgia College contracted organizations when soliciting sponsorship or donation opportunities. 
    4. A list of Georgia College contracted organizations accessible through the Auxiliary Services will be maintained by Auxiliary Services and available on their website. 
    5. Refusal of a sponsorship or donation solicitation by a Georgia College contracted organizations does not permit the solicitation of merchants or vendors in direct competition with services provided by Georgia College, its contracted vendors, or where prohibited by contractual agreements  
    6. Adverting rights shall be limited to the following: 
      1. If appropriate for an event, and no breech of the GC Catering guidelines or other contractual relationship will occur, the sponsor shall be allowed one booth or table for the sole purpose of promoting its business.   
      2. Sponsors may not solicit Georgia College students to sign any contracts or collect information that may be used for later solicitation. 
      3. Promotional items from a sponsor must be available to all organization or event participants without requiring participation in any activities required by the sponsor. 
      4. Advertisements, of any kind, of a sponsored event or organization that include sponsors names or logos must be approved by the office of Auxiliary Services prior to posting. 
      5. GC Catering Guidelines must be referenced in order to ensure no breach in any contract. 
  5. It is not permitted for any Georgia College division, department, unit, or registered student organization to use an event for the sole purpose of advertising any sponsor. 
  6. If any Georgia College division, department, unit, or registered student organization deviates from this policy, disciplinary actions will be taken in accordance with the respective division.

 Posting of Signs for Campus Organizations, Departments, Events 

All postings must be approved and stamped by the Department of Campus Life prior to its distribution on campus. Advertising which has not been approved will be removed and the individual(s) or organization(s) will be liable for disciplinary action.

The steps in receiving approval for signs or posters are as follows:

  • Construct sign or poster to the proper specifications.
  • Have the poster approved at the Department of Campus Life in the Student Activities Center.
  • Place the posters in approved areas only.
  • Clear posting privileges with each academic dean and department chairperson. 

Stipulations regarding the placement of posters and signs are as follows: 

  • All signs or posters used by approved student organizations shall be approved by the Department of Campus Life.
  • All signs or posters may be placed on bulletin boards located in specific areas on campus.
  • Signs or posters may be placed on the various bulletin boards on the first floor of Maxwell Student Union, the residence halls, and other buildings upon the specific approval of the building/area supervisor.
  • The food service office approves all signs or posters for the dining hall after initial approval by the Department of Campus Life.
  • Bulletin boards in academic areas should not be used unless approved by the academic dean or department chairperson.
  • No signs or posters are to be placed on glass doors or glass areas. No signs or posters are to be placed on walls. Specific permission is needed to put signs on any brick-walled building.
  • Signs or posters shall be placed on bulletin boards by thumb tacks; staples, tape or adhesives are not allowed.
  • Only approved student organizations can advertise on the Georgia College campus. Exceptions involving events of community interest shall be approved specifically by the director of auxiliary services.

Limitations on the size, content, and length of time posters may be displayed are as follows:

  • Signs or posters are not to exceed 22" by 28" (poster size) unless approved by the building manager.
  • Refreshments shall be used in place of words denoting alcoholic beverages on all organization social function signs.
  • No signs or posters encouraging the excessive use of alcohol will be approved. No obscene material will be allowed on signage.
  • All signs or posters may be advertised a maximum of ten days prior to an event.
  • Signs or posters must refer to a specific event.
  • Outdated signs or posters shall be removed by the advertising organization within 48 hours after an event. Any organization not adhering to this guideline may face advertising restrictions.
  • A maximum of 25 signs or posters will be approved for placement under this policy.


All Georgia College students are asked to sign a release and waiver of liability before participating in university sponsored activities where there are potential risks. Copies are available in the Department of Campus Life or the Office of Legal Affairs.

On-Campus Dance Policy

The following rules are policy for on-campus dances sponsored by student organizations at Georgia College.

  1. Dances with open admission are not an appropriate means for organizational fundraising. Because they have traditionally been used as such by Pan-Hellenic Council organizations and the Black Student Alliance, and because these dances have become traditional events at Georgia College, the department of campus life will cover the cost of two Public Safety officers for up to 10 such dances per semester, thereby reducing the need for these organizations to maximize attendance in order to cover expenses. These organizations may continue to charge a reasonable admission charge to defray the cost of the event. 
  2. The sponsoring organization must provide an adviser and students to work for the duration of the event. The number of students provided must be equal to the number of entrances to the room being used for the dance (accordingly, MSU Lounge requires one adviser and three students). Two of these people are to staff the admission table at the front door to check IDs, collect money, stamp hands, sign in guests, and prevent guests from walking down MSU hallways. The others are to be posted at the other entrances to the room, to prevent unauthorized entrance. 
  3. Dances are open only to Georgia College students and their invited guests. Current students of other colleges and alumni of a sponsoring Greek organization may also attend as guests. Admission of guests must follow these procedures: 
    1. Individual guests may be admitted only if accompanied and sponsored by a Georgia College student. Each Georgia College student may have no more than one guest. Guests must be at least 17 years of age and present a picture ID for admission. A guest and his or her host must sign in together at the admission table. Guests must leave with their host or the host with their guest if either leave before the conclusion of the event. Hosts are responsible for the behavior of their guests and/or alumni.
    2. Fraternity / sorority alumni of sponsoring Greek organizations may be admitted to the event, with a picture ID and appropriate Greek paraphernalia or identification.
    3. Current students of other colleges must show a valid college ID for admission. 
  4. All dances must be approved in advance by the director of campus life. As part of the approval process, the appropriate representative of the sponsoring organization must submit a signed copy of these rules, and a contract must be signed between the DJ (or other entertainers) and the organization. The DJ will not be allowed to advertise the event off the Georgia College campus, and will forfeit his or her fee for doing so. 
  5. Arrangements must be made with the Georgia College Campus Police at least two weeks in advance to arrange two officers to work the event. One Campus Police officer will patrol the dance area and one will patrol the parking lot area. The officers must be hired from the advertised start time of the event until 30 minutes after the closing of the event. Campus police reserves the right to close down an event if the officers or advisors perceive that the sponsoring organization is being irresponsible or uncooperative with the officers or advisors. In such a case, the department of campus life may decline to cover the cost for the officers incurred at that event. 
  6. No more than 200 people may be admitted to dances in the MSU Lounge. 
  7. Posters with dance rules will be provided by the department of campus life and must be posted by the sponsoring organization, one outside the event venue and one inside near the admission table. These posters will include a stipulation that no refunds will be made.

Photo and Video Release

As a student at Georgia College, from time to time you will be on campus, in class or at a university designated activity where our campus photographer and/or videographers are present and working to capture visual images. These videos and photos will be used across multiple platforms (i.e. social media, university websites, university print materials, etc.) to help tell the Georgia College story. If you do not want to be a part of these photos or videos, let the videographer or photographer know, and they will exclude you from the shots. If you do not say that you wish to be excluded, you consent to being a part of the photos or video to be used by Georgia College.

Sexual Assault Victims Rights

Victims of sexual assault are afforded rights that are recognized by Georgia College. These rights include assistance by the university to help the victim. Social Functions

Any registered student organization hosting a social event, whether on-campus or off-campus, will be expected to abide by all applicable local, state, and federal laws and regulations. All social events on campus must be approved by the director of campus life and must be in compliance with Georgia College policies and procedures for student organizations. If the event is held on campus facilities such as the East Campus (Lake Laurel), the main campus (Maxwell Student Union), and the J. Michael Peeler Athletic Complex (picnic grounds and athletic fields), appropriate facility usage request forms must be submitted to Continuing Education & Public Services where approval of the appropriate building/area supervisor will be obtained. A damage deposit must accompany the application in order for the request to receive full consideration. Completed requests must be submitted to the director of campus life for his approval of the appropriateness of the event prior to submitting to CE/PS. All applications must be approved in entirety one week prior to the date of the requested event.

Each organization sponsoring a social event on campus property must sign a statement of responsibility and a waiver of liability included on the Social Function Application releasing Georgia College from liability for personal injury or damages to property, littering or destruction, and cleanup of Georgia College property. All scheduled events shall terminate at designated times. If the organization plans to serve alcoholic beverages during the social event, they must adhere to the alcohol policy of the university. Organization advisors must be present at all social events where alcohol may be present.

The Board of Regents recognizes and supports the laws of Georgia with respect to the sale, use, distribution, and possession of alcoholic beverages on university campuses as well as within the state at large. To this end, the Board has endorsed a program designed to enhance awareness and curb abuse of alcohol by students and others in the University System. This program emphasizes that each institution shall stress individual responsibility related to the use of alcohol on and off the campus.

To assist in the implementation of alcohol awareness programs and to enhance the enforcement of state laws on the campuses of the University System, each institution shall adopt and disseminate comprehensive policies and procedures, consistent with state and local laws, concerning the use, distribution, and possession of alcoholic beverages on campus and institutionally approved events off campus. Disciplinary sanctions for violation of the policies or other unauthorized use of alcoholic beverages shall be included in each institution's disciplinary code of conduct.

A copy of the policies and procedures adopted by each institution shall be filed with and approved by the office of the vice chancellor for student services of the board of regents. This shall be reviewed and approved by this office annually thereafter.

Copies of policies and procedures, forms and information relative to the implementation of system policy on the Georgia College campus are available upon request from the department of campus life in the Student Activities Center.

Please note the following policies:

All registered student organization members, faculty, or staff using university facilities and serving alcoholic beverages must be in full compliance with the Board of Regents Alcohol On Campus policy as well as Georgia College Policies and Procedures for social functions. 
Coordinators of events shall complete a Social Function Application one week prior to the proposed function. 
Coordinators of events must sign a statement of responsibility and waiver of liability releasing Georgia College from liability for personal injury or damages. 
Organization members or appropriate faculty or staff members will accept full responsibility for any personal injuries, damages to property, littering or destruction, and cleanup of Georgia College.

Registered student organizations must submit an appropriate damage and cleanup deposit attached to the Social Function Application. 
All registered student organization events shall terminate on or before 12:00 midnight with the exception of the Maxwell Student Union Lounge where events may be held until 1:00 a.m. 
If registered student organizations plan to serve alcoholic beverages during the social event (no sale is permitted on state property) they must be served no later than 30 minutes prior to the termination time, and within the following guidelines: 
Alcoholic beverages may be served outside only at the J. Michael Peeler Athletic Complex picnic area and the Lake Laurel Lot. 
Alcoholic beverages are served inside only within the Maxwell Student Union and the Lake Laurel Lodge. 
Whenever alcoholic beverages are served, equally accessible, alternative, nonalcoholic beverages and snacks, or food must also be served. 
Specific regulations for use of alcoholic beverages by registered student organizations must be followed. 
Locations and conditions regarding faculty/staff receptions where alcohol is served may be approved on a case by case basis through the Division of Business and Finance in conjunction with the Department of Public Service. 
Violations of the Social Functions Policy will result in the termination of further privileges and may include other possible disciplinary actions or sanctions.

Student Activities Center
The Student Activities Center serves as the "living room" of the campus.  We connect students, faculty and staff with the life of the campus.  With over 150 student organizations, there is always something happening in the Student Center.  Join us in the video cafe for the latest in gaming technology or in the lounge for a full-body massage.  The game room is filled with pool tables, ping pong, and card tables.  Located throughout the lower level are four televisions, viewable from all locations.  The Student Center has meeting rooms throughout and also includes offices for the Student Government Association, Fraternity and Sorority Life, and the Campus Activities Board.  The Department of Campus Life, which oversees the Student Center, is located on the second floor, room 215.  For more information on the Student Center and the services provided, please contact us at 478-445-4027.

Campus Bookstore
The bookstore offers a full range of academic supplies. From textbooks to specialized art supplies, from dissecting kits to supplemental study guides, you should be able to meet your educational needs with one stop shopping. The bookstore also carries a wide selection of Georgia College clothing and gifts. General books, software, magazines, health and beauty aids and greeting cards are available.

The Bookstore accepts Cash, Checks, Mastercard, Visa and Discover Card. During the first week of classes each semester, the Bookstore will use the student's financial aid (if available) as a method of payment. The bookstore also conducts a daily buyback of textbooks throughout the year.

University Career Center 
The university Career Center (232 Lanier Hall) is a full service career office. Among its services are assistance in making decisions about positions following graduation, instruction in resume writing and interviewing, placement services, cooperative education and internship experiences, and listing of part-time or summer employment as well as full-time positions. The university Career Center's Resource Library houses information on a large number of regional employers, school systems around the state, and a collection of current college catalogs from institutions around the nation.

Challenge Course
The challenge course at Georgia College is located at Lake Laurel. The course consists of several group and individual physical and emotional challenges. While this type of course is sometimes referred to as a ropes course due to the wire rope strung between two trees at various heights, the total program of problem solving, team building, and individual challenge is kept at the forefront by emphasizing the name Challenge Course in designating the Georgia College program. Admissions and Records
The staff in the Office of Admissions and Records directs admissions to Georgia College, coordinates the high school and junior college student contact program, and organizes registration and other academically-related activities. Georgia College catalogs and enrollment information are available in this office.

Financial Aid
The purpose of the Office of Student Financial Aid is to provide financial support for students who can benefit from higher education, but who could not attend without the assistance. Financial aid awards at Georgia College are based on scholastic ability, financial need, and contributions to the campus community, or a combination thereof. Students may receive aid in the form of scholarships, grants, loans, or employment opportunities. All students are encouraged to apply.

The Russell Library of Georgia College in Milledgeville houses over 185,000 books and video tapes, 900 current periodicals, and maintains an extensive microform collection. The University System of Georgia's GALILEO site on the World Wide Web provides online access to library catalogs, a wide variety of indexing, abstracting, and full-text databases, and to the Internet. GALILEO resources may be accessed from terminals in the library or from any computer connected to the World Wide Web at Students are issued a password each semester allowing home access to GALILEO databases. The Library also subscribes to JSTOR, an online collection of full-text journals.

Students may also request a University System Borrower's Card, which provides borrowing privileges at libraries throughout the 34 institutions of the System. In addition, these students may borrow books and request copies of articles from other libraries through the library's interlibrary loan service.

Coin-operated copy machines for both print and microform are available on the first floor of the Russell Library. A validated Georgia College identification card must be presented to borrow materials from the Library.

Maxwell Student Union
The first level of the Maxwell Student Union houses conference rooms, Chick-Fil-A and Blimpies. Offices located on the first level include: Diversity & Multicultural Affairs, Black Student Alliance, The Colonnade, PawPrints Bookstore, The Bobcat Card Office, a branch of Mid-South Federal Credit Union, and the University Mailroom.

The second level accommodates the University Dining Hall, the Hoke Dining Room and the Bobcat Dining Room and the University Banquet Room, as well as the catering office.

J. Michael Peeler Athletic Complex
The J. Michael Peeler Athletic Complex is located off the U.S. Highway 441 By-Pass on West Campus Drive and consists of soccer, baseball, softball fields, and eight tennis courts. A shelter and picnic facilities also are located at the complex.

The Georgia College Designated Public Forum Area
The Flagpole Plaza at the east end of the Georgia College Front Lawn (the area on and immediately surrounding the circular concrete pad which holds the university flagpole and Olympic column) is the designated "Designated Public Forum Area" at Georgia College. Free speech is celebrated on a public campus and speakers who wish to speak at the Designated Public Forum Area may do so as long as they aren't disrupting university business, abusing the rights of individuals, or preventing pedestrians from getting to their destinations. Non-Georgia College students, faculty, or staff who wish to utilize the Designated Public Forum Area are asked to notify the Office of Campus Life (478-445-4027) in advance to ask about conflicts and confirm the permitted location. The university does not limit speech based upon controversial content or the point of view of the speaker.

A number of Boards and Advisory Groups have been established to provide input and direction for the efforts of the Division of Student Affairs. Multicultural Affairs Committee
The committee serves as an advocate for minority students and is involved in all areas affecting student's lives at Georgia College. It also makes recommendations for educational services and experiences which are designed to enable minority students to successfully achieve educational goals.

Student Activities Budget Committee
The purpose of this committee shall be to oversee and manage the allocation and use of the student activity fee funds as an advisory board to the University President. For details see: Student Activities Budget Committee. 

Student Media Advisory Board
The Student Media Advisory Board shall serve as an advisory board to the vice president and dean of students on all policies and procedures for student media on the Georgia College campus. All media which are supported in whole or in part by funds from student activities fees shall be defined as student media and shall be under the jurisdiction of the Student Media Advisory Board.

Georgia College provides advisers to the student media. Advisers guide rather than censor. Student media are free to exercise their rights under the first amendment guarantees, with no restraints beyond the limitations of ethical and legal responsibilities in matters of libel, obscenity, and invasion of privacy. Publications, both oral and written, are expected to conform to professional ethics and standards.

The following advisory boards have been established under the Academic Affairs Division to provide leadership and direction for the student newspaper and the student radio station:

These boards shall have the option to elect from the voting membership a vice-chair and a secretary.

The media advisory boards shall advise the vice president and dean of students in the following areas:

  1. Development and/or approval of operational policies for student media.
  2. Approval of student media budgets and student staff salaries.
  3. Recommendations for reallocation of funds within student media budgets.
  4. Approval of any individual student media contracts in accordance with Georgia College procedures.
  5. Approval of candidates for head student media positions (editors and station managers) according to minimum standards as determined by the Student Media Advisory Board.
  6. Declaration of vacant positions and recommendation of student media positions according to procedures enumerated by the Student Media Advisory Board.
  7. Chartering of all student media and determination of the interpretation of individual student media rights and responsibilities.
  8. Submission of the student media budgets for each fiscal year to the SABC.

Amendments to all the foregoing guidelines must be presented in writing at a meeting and voted upon at the next meeting by a majority of the Student Media Advisory Board members.

Parking Permits
Each student is required to register and obtain a parking permit from the Parking and Transportation Office  (located at West Campus) for any vehicle which he operates on campus. This permit is required 24 hours a day, seven days a week.  For detailed information, visit Parking and Transportation.

In order to obtain a handicapped parking permit, you must go to the Office of Disability Services to complete the required paperwork. For more information contact Disability Services.

Career Advising
The University Career Center (located in Lanier Hall) provides placement assistance to students and graduates who are seeking employment through on-campus interviewing programs, current listings of job notices, and a variety of employment resources like the College Placement Council Annuals. While the office does not function as an employment agency, the staff seeks to assist students in identifying potential employers, developing resumes, and preparing for job interviews.

In addition, the University Career Center hosts a number of Career Days each academic year which enable students to meet with college recruiters from business, industry, and government agencies to gather information and develop job prospects.

The University Career Center also offers education majors an opportunity to develop and maintain a credentials file of reference letters, transcripts, and other career related materials that would be sent at the student's request to prospective employers. All students participating in interviews scheduled during Teacher Placement Day must have a completed credentials file in The University Career Center. Additionally, a resume resource service exists for student use. Students are strongly encouraged to become familiar with placement resources and to establish their credentials files at the beginning of their senior year.

Students who are unsure of their career direction may wish to visit the Counseling Services office for assistance with choosing a major or a career. A variety of career assessment instruments and literature are available with assistance from the counseling staff.

Public Safety
The Georgia College Department of Public Safety wants to get to know you as friends, and we encourage you to help us by learning and abiding by established university regulations, municipal, and state laws. The Department of Public Safety, in turn, pledges to perform law enforcement duties and various services consistently and effectively. By working together, we can enjoy a safe and successful year.

The Public Safety office is located in Miller Hall at 300 N. Wayne Street and is open 24 hours a day, 365 days a year. The department employs 16 trained officers who are certified by the Peace Officers Standards and Training Council of Georgia. This is the same certification that any city police officer or county deputy sheriff receives before they can be certified as law enforcement officers in Georgia. The sworn officers and communications staff are proud to serve the Georgia College community.

As Georgia College officers, we enforce the state laws as well as local ordinances. We issue citations, make arrests, and work vehicle accidents. Some of our other duties include the locking and unlocking of campus buildings, assisting motorists, and patrolling the campus on foot, bicycle or in marked patrol vehicles.

The Department of Campus Life supports the institutional mission by offering students the opportunity to participate in social, recreational, educational , and cultural activities. In addition, Campus Life acts as an advocate for students by providing a variety of services that cater to individual and organizational needs of students.


Disciplinary Procedures and Sanctions

Find information on hearing procedures, scope of the student judicial board, temporary suspensions, student arrests, withdrawals/resignations, amendments to disciplinary procedures, inspections/search/seizure, rights of the accused, intermediate disciplinary review, involuntary medical withdrawal, disciplinary sanctions, and right to petition for readmission.

General Statement
The Board of Regents of the University System of Georgia has delegated the responsibility for student conduct to the President of the University. The President has designated the Vice President of Student Affairs as the administrative official with primary responsibility for student discipline.

Georgia College has adopted the following policy on the standards and procedures for student nonacademic discipline, acknowledging both the need to preserve the orderly processes of the university with regard to its teaching, research, and public service missions, as well as the need to observe the student's procedural and substantive rights.

While the rules and regulations of Georgia College are not meant to duplicate general laws, there are some respects in which the lawful interests of the institution as an academic community coincide with the broader public interests treated in general laws. Students, who commit offenses against the laws of municipalities, states, or the United States, are subject to prosecution by those authorities, as well as liability for the disciplinary action under Georgia College rules when their conduct violates institutional standards.

Students enjoy the same freedom of speech and peaceable assembly that is afforded to other citizens, but students are under certain legal obligations in the exercise of these freedoms by virtue of membership in the university community. Expression may be subjected to reasonable regulations of time, place, number of persons, and form under established regulations. Expression in the form of action which materially interferes with normal activities of the institution or invades the rights of others is prohibited. Georgia College pledges to protect lawful exercise of the rights of free speech and assembly and will invoke legal and disciplinary sanctions when necessary in the pursuit of this goal.

For those cases in which the alleged misconduct arises in residence halls, involves the residence halls, or violates residence hall rules and regulations of Georgia College and the accused is a student, the Director of University Housing may delegate the hearing of that case, depending upon the severity of the alleged violation, to the appropriate Residence Hall authority. Decisions of the residence hall authority are recommendations to the Director of University Housing and may be appealed through the administrative route outlined.

In cases where the alleged misconduct includes a student employee as a resident director, resident advisor, desk worker, or other position involved in the performance of assigned university duties and responsibilities, the Vice President for Student Affairs or his designee shall assume jurisdiction and handle discipline with due process and procedures as outlined below.

Definition of Student
Student, for the purposes of this document, means any person who is registered for study in the university for the current academic period. A person shall be considered a student during any period which follows the end of an academic period in which the student has completed, until the last day for registration for the next succeeding academic period, or until fourteen calendar days have elapsed after the commencement of classes for the next succeeding academic period, whichever occurs first.

Inspection, Search and Seizure Policy
Although students are guaranteed the rights of any citizen and will not be subject to unreasonable searches and seizures, the courts have recognized the right of universities to conduct reasonable inspections, searches, and seizures in order to enforce university regulations. Georgia College reserves the right to conduct such inspections, searches, and seizures within the limits of the law.


  • The university reserves the right to inspect rooms for cleanliness and possible damage.  Further, it reserves the right to enter rooms or other facilities at reasonable hours in order to effect any necessary inspection or repairs of equipment and/or facilities.
  • The university reserves the right to enter rooms or other facilities at any time it has reasonable cause to believe that a violation of university regulations is occurring.
  • The university reserves the right to enter rooms to ensure that the building is vacated during fire drills and/or emergencies and during vacation periods.


  • The university reserves the right to conduct searches of individual rooms and lockers in a residence hall or other facility on the campus if there is reason to believe that a university regulation has been violated.  Prior authorization for such a search must be secured from the Vice President and Dean of Students or his designee, and must be conducted under the supervision of a professional Georgia College staff member.
  • Law enforcement officials may search facilities with or without authorization from the university by means of a search warrant or consent from the owner or occupant of the property.
  • Efforts will be made to have the student available when a room is searched.
  • All evidence seized can be used in administrative hearings and/or disciplinary procedures concerning violations of University rules, regulations, or policy.


  • Illegal property confiscated during a search will be disposed of according to state law.

Rights Of the Accused
Prior to a hearing the accused student is entitled to the following:

  1. Notice of the charge or charges and an outline of these rights.  Notice can be given in person, or electronically via the university’s official email. 
  2. Review of all available information documents and exhibits.
  3. A pre-hearing interview with the appropriate official in which these rights, responsibilities, and procedures are explained.
  4. For allegations of code of conduct violations, a student may choose between an administrative hearing and a Student Judicial Board hearing.  Honor code offenses are typically heard by the Student Judicial Board, in accordance with the honor code policy.  The Office of Student Affairs may decide to refer any case to an Administrative Hearing panel if it determines that it would be inappropriate to be heard by a student panel.   An administrative hearing will be one in which the Director of University Housing or the Vice President for Student Affairs or his designee hears the case himself or chairs a panel of university faculty and/or staff, determines guilt or innocence of the student,  and imposes sanctions, if applicable, on the student.  The Student Judicial Board assisted by a designated faculty advisor will conduct a judicial hearing.  Composition of the Student Judicial Board is outlined in this document.

Hearings to receive evidence or hear argument shall not be open to the public.  The deliberations of the hearing chairperson, hearing panel, and the Student Judicial Board shall not be public.

The hearing shall be scheduled as expeditiously as possible.  Hearings are schedule on the first open date of the Student Judicial Board with only the student’s class schedule taken into consideration.  The Office of Student Affairs sets the hearing dates and times for the Student Judicial Board at the beginning of each term.  The hearing shall be held on the date scheduled, except for good cause shown.

Procedures for Administrative or Student Judicial Board Hearings
The following procedures are in effect for Administrative or Student Judicial Board hearings:

Because these hearings are for the purpose of enforcing the student code of conduct and/or the Honor Code and are not conducted in the same manner as cases in civil courts, professional legal counsel is generally not of use to accused students.  Accordingly, students are expected to represent themselves at these hearings, but may choose to have an advisor or counsel chosen from the faculty, staff, student body of the university, or an attorney present to provide advice to them. The advisor or counsel, upon request of the accused student, may:

  • Advise the student of the preparation and presentation of his case;
  • Accompany the student to all judicial proceedings; and
  • Participate in the disciplinary proceedings, other than advising the student, at the discretion of the hearing authority.

During a hearing, the accused student is entitled to:

  • Appear in person, hear all testimony, present any relevant information in his behalf, call witnesses, and ask questions of any present at the hearing.
  • Elect not to appear at the hearing.  Absence shall be noted without prejudice and the hearing shall be conducted in the student's absence.
  • Refuse to answer any questions or to make a statement; however, the hearing authority shall make its decision based on information available to it.
  • Be judged guilty only according to what a reasonable person believes to have occurred based upon the information introduced during the hearing.
  • Challenge the hearing board for cause.  The removal of a Student Judicial Board member for cause will be at the discretion of the remaining Student Judicial Board members as determined by a majority vote.  Faculty advisors to the Student Judicial Board also have the right to remove members of the Student Judicial Board.

The Vice President for Student Affairs may offer opposing parties in a judicial case the opportunity to resolve the case through a mediation process rather than a formal hearing.  In such a case, a hearing will be scheduled only if the mediation effort proves unsuccessful. 

A faculty advisor who exercises control over the hearing to avoid needless consumption of time through repetition of information and to prevent the harassment or intimidation of participants shall chair meetings of the Student Judicial Board hearing body.  Any member of the hearing body may request that the body go into private session to discuss and decide a matter by majority vote.  A faculty advisor can recess the hearing at any time.  A faculty advisor will ensure that all procedures are appropriately followed.  The Vice President for Student Affairs or his designee will chair an Administrative Hearing.

All hearings shall be conducted in an informal manner and technical rules of evidence will not be applied.  The taking of the statements of witnesses may be done by discussion, though each witness shall be subject to cross-examination.  When a witness unavoidably cannot be present at a hearing, a written deposition or communication by telephone is acceptable.

After all information has been presented and the accused has made a final statement, the hearing body shall meet in private to discuss the case and reach its decision.  Decisions of the Student Judicial Board shall be by a majority vote of student members.  A tie vote of the Student Judicial Board will constitute a finding of not guilty.

Honor code cases are typically heard by the Student Judicial Board.  Charges of lying, stealing, or vandalism are heard in order to determine the guilt or innocence of the accused student.  In charges of cheating or plagiarism, the appropriate faculty member(s) will determine that academic dishonesty occurred.  The Student Judicial Board hears these cases to determine whether additional sanctions are warranted under the honor code. The Office of Student Affairs may decide to refer any case to an Administrative Hearing panel if it determines that it would be inappropriate to be heard by a student panel.   

The Vice President for Student Affairs, faculty advisor, or designee will, upon request by the accused student, make a tape recording of all judicial and appellate board hearings.  The accused student shall have the right, upon request, to listen to the tape in the presence of a staff member of the Office of Student Affairs.

The Vice President for Student Affairs, designee, or the faculty advisor shall be responsible for notifying the accused student in writing of the decision of the hearing board.  Notification can be sent either in hardcopy via U.S. Mail, hand delivered, or electronically via the university’s official email. 

A student found guilty shall have seven calendar days or five class days from the date the decision letter is sent from the Office of Student Affairs, whichever is later, to request an appeal.  If there is no appeal within this time limit, the Vice President for Student Affairs or his designee shall implement the decision.

The request for appeal shall be written and addressed to the Dean of Students or faculty advisor for the Student Judicial Board.  The appeal must state the reason(s) for believing the decision of the original hearing body to be improper.  The Dean of Students may act on the appeal himself, or may appoint an ad hoc committee of faculty/staff and students to review the initial finding and make a preliminary recommendation regarding the outcome of the appeal.  The Dean of Students may accept or reject the ad hoc committee's recommendations. 

The decision of the Dean of Students can be appealed to the Vice President for Student Affairs with the same timeframe and procedures as listed above. The decision of the Vice President for Student Affairs shall be the final level of appeal, and shall end the administrative processes at Georgia College related to that charge.

Composition of The Student Judicial Board

The Student Judicial Board shall be composed as follows:

  • The board shall consist of five student members and two nonvoting faculty advisors, with only one of the faculty advisors serving as chair of the board at any hearing.  Multiple boards may be established in order to provide timely hearing dates.
  • A quorum shall consist of three student members and one faculty advisor who will act as chairperson.  The Student Judicial Board can meet only when a faculty chairperson is present.  During Maymester, summer sessions and interim periods between semesters, a quorum shall consist of two student members and the faculty chairperson.
  • The five student members shall be appointed by the President of the Student Government Association.  Since the Student Judicial Board exists primarily to provide an educational peer review process, at least three of the student members must be undergraduate students.  Student members become active members of the Student Judicial Board only after they have been appointed by the President of the Student Government Association and trained by a faculty advisor and/or the Vice President and Dean of Students or designee. Faculty advisors are appointed by the Deans of the academic colleges.  The President of the Student Government Association may appoint replacements for student members during Maymester, summer sessions, or at any time that the original appointees are unable to serve.
  • The Vice President for Student Affairs may designate a person (usually, the Student Government Attorney General) to present charges for all cases brought before the Student Judicial Board.

Scope Of The Student Judicial Board
The procedures outlined in this document do not prohibit the establishment of other student judicial bodies, which will serve as courts for original cases coming from the residence halls, and for which the Student Judicial Board will be the first appellate court.

The Judicial Board shall interpret and enforce all policies of the Student Government Association and have original jurisdiction in any cases concerning Student Government Association policies, laws, and activities, including elections.

The Student Judicial Board shall have original jurisdiction to hear all disputes concerning approved non-Greek student organizations and/or approved residence hall organizations. The Greek Judicial Board shall have jurisdiction in cases involving Greek organizations.  The Vice President for Student Affairs may take temporary action on a matter involving a student organization pending a hearing by the appropriate body.

Intermediate Disciplinary Review 
A Disciplinary Review Committee (ad hoc committee) shall review appeals at the request of the Vice President for Student Affairs and/or the Dean of Students on the record of decisions made at administrative or the Student Judicial Board Hearings.

A Disciplinary Review Committee shall consist of three faculty or staff members and two students, with the chair appointed by the Vice President for Student Affairs and/or the Dean of Students from among the faculty or staff members. A quorum shall consist of four members including the chair. 

The appeal from the accused to the Vice President for Student Affairs and/or the Dean of Students is forwarded to the Disciplinary Review Committee. The appeal must state the reason(s) for believing the decision of the original hearing body to be improper.

The parties shall have an opportunity to file briefs and present oral arguments to the Disciplinary Review Committee.

The Vice President for Student Affairs and/or the Dean of Students shall have the right to accept, modify, or reject any or all of the recommendations of the Disciplinary Review Committee.

Temporary Suspension
A student may be temporarily suspended from the university, from university housing, and/or from one or more classes by the Vice President for Student Affairs pending final action on the charges against him or her if continued presence on campus would constitute a potential for serious harm to the student or to the safety of other members of the university community or of university property.  Upon taking such action, the Vice President for Student Affairs shall inform the President of the University.

Except as otherwise provided in the foregoing Intermediate Disciplinary Review section, the student shall be afforded an opportunity for a preliminary hearing prior to imposition of the temporary suspension.

Before a temporary suspension may be imposed, the Vice President for Student Affairs shall make an initial evaluation of the reliability of the information received, and make further investigation as circumstances permit. If the Vice President for Student Affairs concludes that the conduct alleged warrants temporary suspension of the student, he shall notify the student of his intention to temporarily suspend him, and at the earliest reasonable opportunity provide the student with an opportunity to be heard.

If all reasonable efforts to notify the student are unsuccessful, the Vice President for Student Affairs may impose the temporary suspension without a preliminary hearing, provided, however, that the student, once notified, is afforded a preliminary hearing at the earliest reasonable opportunity.

Preliminary Hearing
At the hearing, the student shall be given a statement of charges and a summary of the reasons for concluding that the alleged conduct warrants temporary suspension.  The issues addressed shall be limited to consideration of the reliability of the evidence against the student and whether the alleged conduct warrants temporary suspension.  The decision of the Vice President for Student Affairs may be rendered orally but shall be confirmed in writing. The decision must be supported by credible evidence which is sufficient to indicate that there is probable cause to believe that the student engaged in the alleged conduct and that such conduct warrants temporary suspension.

Involuntary Medical Withdrawal Policy
A student may be administratively withdrawn from the university, from university housing, and/or from one or more classes when, in the judgment of the Vice President for Student Affairs and a professional member of the university's Health Services or Counseling Services staff, it is determined that the student's physical, mental, emotional or psychological health:

  • (a) poses a significant danger or threat of physical harm to the person or property of others; or
  • (b) causes the student to interfere with the rights of other members of the University community or with the exercise of any proper activities or functions of the university or its personnel.

Except in emergency situations, a student shall, upon request, be accorded a meeting with a University official or a hearing prior to a final decision concerning his or her continued enrollment at the university. If the student requests a hearing on such a matter, the Vice President for Student Affairs shall appoint a hearing body, consisting of students, faculty, and/or staff.

Student Arrests
If a student is arrested, whether on-campus or off-campus, the university may judge the student's behavior a violation of a university regulation and in conflict with the recognized mission of the university. The university may initiate disciplinary procedures.

When a student is charged both with a criminal offense off the campus and charged with a violation of the student code of conduct or honor code at the university, the two processes are unrelated and conducted independently of each other.  A student found not guilty in one setting may be found guilty in the other.

Disciplinary Sanctions
Disciplinary action or sanctions shall mean any action affecting the status of an individual as a student which is taken by Georgia College in response to student misconduct. The term shall include reprimands, personal probation, revocation and/or limitation of privileges, restitution, probation, suspension or expulsion, denial of particular university privileges, and other less severe actions. The sanctions of this policy may or may not jeopardize the student's progress in his course of study.

Specific Sanctions
Sanctions for student misconduct may include, but are not limited to, the following:

  • Reprimand. The student is admonished orally or in writing to observe Georgia College rules and regulations. A copy of the written reprimand is to be filed in the Office of Student Affairs.
  • Personal probation. The student shall be required to meet with a specific Georgia College faculty or staff member at intervals during the probation period, such intervals to be specified in the written decision of the adjudicating individual or body. Personal probation shall be imposed for a specified period not to exceed one full academic year (Spring to the end of the following Spring or Fall to the end of the following Fall).
  • Movement within/among or removal from the residence halls. If a student is living in a residence hall he or she may be required to move into another hall or out of the residence hall system.
  • Revocation and/or limitation of privileges. The student is denied or restricted from certain activities or privileges for a specified period of time. Such revocations or restrictions of privileges shall be related to the student's misconduct and shall not include attending classes or writing examinations and shall be for the purpose of preventing a recurrence of misconduct.
  • Restitution. The student is required to pay for repair or replacement of damaged or stolen property. The payment required may not exceed the cost of repair or replacement of the damaged or stolen item, but a lesser amount may be specified. With the mutual consent of Georgia College and the student, the student may, in lieu of payment, arrange for repair or replacement or perform work as compensation. In the event the work option is selected, the student shall receive credit for work performed at no less than the prevailing wage rate of other student employees performing comparable work. The cumulated salary of the work performed shall not exceed the amount of the payment which otherwise would have been required. When Georgia College seeks and obtains restitution via a civil or criminal suit filed against the student, the university shall not impose restitution as a disciplinary sanction. Whenever such a suit is considered or filed, the restitution sanction shall be deferred until court action is completed.
  • Disciplinary probation. The student is warned that a subsequent violation of Georgia College rules and regulations or with other standards of conduct which the student is directed to observe for the duration of the period of the probation will result in sanctions of increased severity. Disciplinary probation shall be imposed for a specified period not to exceed one full academic year (Spring to the end of the following Spring or Fall to the end of the following Fall).
  • Suspension. The student is temporarily denied student status for a specified period of time with resultant loss of all student rights and privileges. Upon completion of suspension, the student shall have the same standing to re-enroll as he would have if no suspension had been imposed.

Expulsion. The student is terminated of student status with resultant loss of all student rights and privileges. A student may petition the president of the university for readmission no sooner than three years after the imposition of this sanction.

Withdrawal or Resignation
Nothing contained in this policy shall prevent the student during investigation or after a statement of charges has been served prior to a hearing, from submitting a written resignation or leave for misconduct from the university.

In the event of such resignation, a hold is placed on the student's record, requiring a hearing to be conducted before the student may be readmitted to Georgia College.

Whenever charges or appeals are pending, a student under charges, unless temporarily suspended, shall continue to have the same rights and privileges accorded all other students. However, diplomas may be withheld pending final determination of the charges. A current transcript shall be issued at the request of the student.

Each student shall be responsible for maintaining on file with the Office of Student Affairs his current school and permanent home addresses. Notification of these addresses shall be in writing.

Right To Petition For Readmission
A student who has been expelled or suspended may petition for readmission. The petition must be in writing and directed to the President of Georgia College. Such petition may not be filed before the expiration of three years from the date of the final determination in expulsion cases, or before the expiration of one-half of the suspension. The President shall refer the petition for readmission to the Vice President for Student Affairs as custodian of the disciplinary record. The Vice President for Student Affairs shall submit all materials and/or records to the president. The President shall request that the Vice President for Student Affairs convene a Readmission Review Panel as described below.

The Vice President for Student Affairs (non-voting) shall convene a Readmission Review Panel composed of one student appointed by the Student Government Association, one staff member from the Office of Student Affairs who will serve as chair, and a faculty member from the petitioner's major department.  All members must be present.

The panel will review all aspects and records of the case considering such factors as the severity of the original offense, likelihood of repetition of the offense, and possibility of other serious misconduct. This panel will submit its findings and recommendations to the President within five days after they have been convened. The President's decision to grant or deny the petition will be final.

Amendments To Disciplinary Procedures
Student disciplinary procedures shall be amended only by the University Senate in consultation with the Vice President for Student Affairs.  Responsibility for proposing revisions to the student disciplinary procedures is delegated to the Office of Student Affairs.

The Office of Student Affairs shall accept and review recommendations from students, faculty and administrators regarding revisions of student disciplinary procedures and shall prepare proposed revisions and forward them to University Senate.

Nothing included above shall be construed as a limitation upon the President to propose changes without reference to the Office of Student Affairs.


Non-Academic Grievance or Appeal Process

Policy Statement
Georgia College recognizes the importance of providing a prompt and efficient procedure for fair and equitable resolutions of a nonacademic grievance or appeal. A nonacademic grievance or appeal alleges discrimination by a university employee on the basis of race, color, sex, religion, national origin, age, disability or involves personal behavior and/or university policy. Accordingly, students are encouraged to use the nonacademic grievance or appeal process without fear, prejudice, or reprisal for initiating the process or participating in its resolution.

A non-academic grievance or appeal is an allegation by a student concerning (1) a university employee, (2) administrative policies, procedures, regulations or requirements of the university, (3) actions impeding a campus climate of intellectual diversity, (4) student employment, or (5) a university program, service or activity. Students shall have the right to file a grievance or appeal according to established procedures.

The following are the proper procedures for resolving a nonacademic grievance or appeal:

   1. The student shall submit a complaint in writing to the appropriate university official responsible for the action which forms the basis of the grievance or appeal. If the student is uncomfortable addressing the complaint to the university official responsible for the action, the student may, as an alternative, address the complaint to the university's Director of Institutional Equity.  The complaint shall contain a clear and concise statement of the grievance or appeal, the remedies sought and a request for a meeting with the involved person or persons. The complaint must be submitted within five days of the event, unless there are extenuating circumstances.
   2. The respondent shall schedule a meeting with the student within ten class days of receiving the written grievance or appeal, to discuss the matter. A written reply by the respondent to the student indicating the results of the meeting and including further action, if any, to be taken shall be attached to the written grievance or appeal.
   3. If the student is not satisfied with the results of the discussion and/or the reply, and wants the grievance or appeal to be considered further, the student shall appeal in writing to the respondent's supervisor to seek a resolution. This consultation must begin within ten class days after the conclusion of the discussion with the respondent. A written reply by the respondent's supervisor to the student indicating the results of the meeting and including further action, if any, to be taken shall be attached to the written grievance or appeal.
   4. If the student is not satisfied after seeking consultation at the supervisor's level and wants the grievance or appeal to be considered further, the student shall appeal in writing to the secondary supervisor to seek a resolution. This consultation must begin within ten class days after the supervisor has completed consideration of the grievance or appeal. A written reply by the secondary supervisor to the student indicating the results of the meeting and including further action, if any, to be taken shall be attached to the written grievance or appeal.
   5. If the student is not satisfied and wants the grievance or appeal to be considered further, the student shall appeal in writing to the next appropriate supervisor. This grievance or appeal must be filed within ten class days after the secondary supervisor has completed consideration of the grievance or appeal. A written reply by the next appropriate supervisor to the student indicating the results of the meeting and including further action, if any, to be taken shall be attached to the written grievance or appeal.
   6. The decision of the president will become the final campus decision on the grievance or appeal. A written reply by the president to the student indicating the results of the meeting and including further action, if any, to be taken shall be attached to the written grievance or appeal. The student and appropriate university officials shall be notified in writing of the decision within ten class days after the last consideration of the grievance or appeal.

Students should be aware that their faculty advisors, the Office of Counseling Services, the Student Government Association and the Office of Student Affairs may be resource areas where students may receive assistance on a grievance or appeal. The time limit may be extended upon approval of a written request submitted to the vice president and dean of students.


Student Rights and Responsibilities

Privacy Rights
Students have the following privacy rights:

   1. Person and property. A student shall be free from searches and seizures of his person and possessions while on university property unless said search and seizure is conducted in accordance with state and federal laws. In cases of a clear and present danger, where there is probable cause, or it is believed to be necessary to conduct a search immediately in order to protect life or property, searches may be conducted by the Georgia College Public Safety department normally in the presence of the vice president and dean of students or his authorized representative.
   2. Disciplinary records. A student's disciplinary record shall be kept in the Office of Student Affairs separate from academic records. It will remain confidential unless the student consents in writing to have it revealed. However, the vice president and dean of students may disclose the student's disciplinary record without the student's consent if legal compulsion or the safety of people or property is involved, or if the information is required by authorized university personnel for official use at the university. In these circumstances, only the information pertinent to the inquiry may be revealed. The vice president may also act without the student's consent to have a "hold" entered on the student's academic record file for the time that suspension or dismissal would prohibit the student from registering.
   3. Academic records. A student's test data and academic record in the office of admissions and records shall be kept in secure file, separate and confidential, unless the student consents in writing to have it revealed to a designated person and for a designated purpose. However, by attending Georgia College the student is giving permission for the distribution and use of his test data and all other academic records as the vice president and dean of faculties deems necessary to accomplish the duties of his office as contained in the university statutes. Without such release, no information will be revealed except to an appropriate authority and then only when there is a clear and imminent danger to an individual or to society, and such information will be limited to that which is directly pertinent to the reduction of that danger.
   4. Student Health Services record. Student Health Services medical, surgical and mental health records and information are strictly confidential and are not to be released to anyone without the student's knowledge and signed authorization. Student mental health records are maintained separately in a confidential file. If it becomes apparent in the course of treatment that the student is likely to cause injury to himself or others, pertinent information to this extent may be revealed for protection of the student or others.
   5. Vice President and Dean of Students' records. Official records and information maintained by the vice president and dean of students are treated in a confidential manner. A student has the right to view his disciplinary records. Discipline and judicial records and the information contained therein will not be released except with the written consent of the student or as required by law. General information, such as the student's address, phone number, university classification, etc. is released upon receipt of a specific request, unless the student has requested that this "directory information" remain private. Requests for personal information such as date of birth, parents' names and addresses, social security numbers, etc. will be released on a show cause basis only. The vice president and dean of students is responsible for seeing that proper justification has been made.
   6. Evaluation of student character and ability. A student's character and ability shall be evaluated only by those with personal knowledge of the student. Records containing such evaluations shall indicate when the information was acquired, by whom, and the position of the individual. Upon a student's request to an individual faculty member or administrator, that student should be informed of all inquiries about that student directed to the faculty member or administrator and that judgments have been or will be given.
   7. Subpoenaed Information. If presented with a subpoena to produce information about specific students and/or campus organizations, the recipient shall immediately notify the vice president and dean of students and forward to that office a copy of the subpoena. The vice president and dean of students shall immediately notify the students or student organization involved or use his best efforts to do so, and forward to them a copy of the subpoena by certified mail addressed to their last known address.
   8. Non-academic information. Information about a student or a student organization's political or social views or beliefs which faculty, staff, or administrators acquire in the course of their work as instructors, advisors, counselors, or supervisors is to be kept confidential, unless the student applies for a position that federal law requires the surrender of the right to withhold information from their representatives. Students may waive this protection by granting express permission to the relevant faculty, staff or administrator.

Financial Responsibilities
Students are responsible for meeting in a timely manner financial obligations to Georgia College. The following stipulations apply in the event that responsibility is not met.

   1. Financial obligations that are not met within ten days after the date due shall be reported in writing to the proper office. Obligations to any division or department of the university shall be reported to the office designed by the vice president for business and finance.
   2. The appropriate business office shall notify the student of the financial obligations. If the student does not settle the obligation by the designated date on the notice, he shall be subject to regulations promulgated by the vice president for business and finance.
   3. A student considered delinquent shall not be allowed to register, to transfer credits, or be certified for graduation.
   4. If there is a dispute as to whether or not a student is legally liable for a financial obligation asserted by the university, and the student challenges such obligation through either timely administrative or legal means, then the sanctions with respect to registration shall not apply until final resolution of the dispute.

Front Campus
The picturesque front lawn of Georgia College bordered by Corinthian column buildings is a popular gathering space for students, faculty, staff and alumni.  The front campus is home to leisure activities, convocations, graduations, outdoor concerts, and even weddings.   Periodically, our faculty teach in this beautiful outdoor classroom.  The front lawn is a special place and is identified by our alumni as one of their favorite memories of Georgia College.

The dome structure between Atkinson and Terrell Halls is a pergola and serves as both a Georgia College landmark and symbol. A pergola is a linear structure over a pathway, and its columns form something of a "colonnade."  Before freshman convocation, new students walk through the pergola, symbolically entering the university and its academic square. On graduation day students walk under the pergola in the other direction, processing out to the front lawn for the commencement ceremony, thereby symbolically leaving the university.

Olympic Column
On July 13, 1996, 25,000 gathered on the university front lawn to celebrate the arrival of the Olympic torch as it made its way to the Centennial Olympic Games. The Corinthian column next to the flagpole adorned the stage on which the torch ceremony was conducted. Today, the column stands in honor of the Olympic spirit of excellence and its flame is lighted for special campus observances.
